Why would I pick that target upgrade?
A reward for finishing a whole target set needed to compete with upgrading something I could hit constantly.

I noticed I was actively disappointed whenever a target-set upgrade appeared. Some sets are awkward shots, and finishing the upper one could feel more like luck than something I deliberately earned.
Giving that completion the same small damage increase as a bumper hit didn't feel like a fair choice. One needed several specific contacts. The other might happen repeatedly during a normal launch. We increased the payoff for completion-based damage upgrades so those offers have a better reason to exist.
Warden also moved away from relying on whole target-bank completions for its passive. I'm leaving room for the possibility that some of this is my own preference. I don't expect everyone to love the same shots. But a reward I never want is useful feedback, and bigger numbers alone won't rescue a badly placed target.
